InitializeEventTypes Function

The InitializeEventTypes pattern is scoped under the Abstract.EventDispatcher pattern and it creates an EventType record for each Event Handler function called by the Dispatcher function.

The function needs to be regenerated, built and run each time a new Event Handler function is added to the application model.
