TimeOutSingleSession Function

Though very simple, the time-out functionality has been delegated to this separate function.  In this way, additional functionality to be performed in connection with the timing out of a Session needs only to be specified at a single place.

The TimeOutSingleSession function is called from the ValidateAndUpdateSession function as well as from the TimeOutExpiredSessionsINT function.
